Just because Rove doesn’t know what Trump is doing, Trump does. First, he will continue to attack Democrats in this way, a tactic straight from Sun Tsu’s “Art of War” - when your enemy is angry, irritate them. When your enemy is weak, attack them. When your enemy’s forces are stronger than you, divide them.
Victorious warriors win first, then they go to war.
Trump knows a lot more of what is to come than we, or Rove, does.
Finally, he will let them call him a racist 1000 times between now and November - he is letting them shoot their most effective weapon until it no longer works.

Maybe Trump knows the FBI raid on the Baltimore Mayor’s office in April is soon to yield public fruit. And perhaps bad things about Cummings are coming out with that. So Trump gets the Dems to jump on board defending Cummings.
It would be the classic Trump tactic.
