Bluster perhaps, but in the face of Hizbollah and Iranian "bluster" to "kill the Jews" premption at any time and way would be reasonable. Were it not for Israeli preemption both Iraq and Syria would be nuclear powers. Though Sadaam would likely have ended Iran's nuclear aspirations.
