As I recall from earlier reading, China was allowed under the Paris Agreement to increase its CO2 emissions by 30% before turning it around in 2030.
China is by far the largest emitter of CO2, and a 30% increase would equal the entire output of the entire EU... so the Paris Agreement was all about forcing the majority of the globe to cut back, while China's emissions explode... but they'll give their oh-so-reliable Communist PROMISE to lower their emissions... eventually... we pinky swear!
