He needs to rephrase it so people understand that the dems are making this happen. They didn't just "build the cages".

Didn’t he also sign an executive order to stop child separation? Wasn’t this EO largely unenforceable due to the consent decree signed by Bill Clinton and Janet Reno - who started the child separation program in large part to protect the children from predatory adults?
