[Ever since I was kid I believed that to be true. My dinky little town hired two of the town thugs as cops. I guess they figured that they knew all the tricks already.]

Maybe if they were white guys. With blacks, it’s bad enough that they’re being given a mulligan on cognitive measures - adding gang membership to the list is asking for trouble.
