As I understand it, when it comes to "free speech", the 1A does one thing only. It stops the government from charging you with a crime based on what you said or wrote.
Congress shall make no law ... or abridging the freedom of speech,
Not quite, Congress can make laws abridging something that doesn't necessarily charge you with a crime. Similar to the internet providers, if they get shut down, that certainly abridges your ability to obtain internet access, but doesn't charge you with a crime. So sure, you can't get in trouble simply for saying something in your capacity as a citizen, but big brother can easily find ways to stop you from doing things in other ways.
But, for gov employees, there's an additional relationship there that a regular citizen doesn't have. Obviously, in that case, there's certain rules that have to be laid in the employer sense, not in the gov-citizen sense. You can still say anything that you want, but here's where the legalities get murky: if you get fired ONLY for something you say, that is definitely (indirectly) abridging your freedom of speech. But, as an employer, certain rules are necessary or there is no management of the employee. If they have no consequences to certain speech, they don't function in a beneficial way.

There are similar teams sanitizing Wikipedia.
Long story short, I was researching and found a bunch of edits over time by the same few people.
Many of them attended some Wiki-conference in Canada, which upon investigation was a very PC affair.
Basically they re-wrote the “Earth Day” page into a puff piece.

I was commenting on the point that Facebook has teams of researchers with political agendas, and Wikipedia does too.

And now Philly will have a great experience with all of those cops not working.
