The administration has secured funding for about 260 miles. His fiscal year 2020 budget plan asked for additional money for about 200 miles, but its not clear how many of those miles would have barriers for the first time.
Based on the information we gathered as of mid May, we dont know whether 400 miles of barriers will be added by 2020, or exactly how much of what’s planned and in progress will be new or a replacement. We could not verify start and completion dates for many of the projects or when some contracts will be awarded.
And no, Mexico is still not paying.

He’s using money from the National Emergency Act. He can build the wall in new areas. I’m sure he’s rebuilding the wall in important areas.

Whatever fencing he is replacing was totally ineffective.
In essence it is a new fence because the existing fence did nothing to stop Illegal Invaders.

Most of the existing barriers are like waist high fences that are no obstacle whatsoever to foot traffic. Some of them have obstacles that prevent vehicles. If these are being replaced by a serious wall then yes those miles are new construction by any commonsensical meaning of the term.
