The only real choice the Dems have in 2020 is to run a has-been like Joe for a "final hurrah" or an up-and-comer they want to kill off with a failed presidential bid. It's simply a question of who will be the "designated loser" as they have little real chance of unseating Trump next year.
Joe's advantage is they keep their options open for 2024. The disadvantage is that the last thing the radical wing of the party wants is to run another "old white guy" (unless, perhaps, it's Bernie). So running Joe risks really splintering the party beyond repair.
It will be interesting to see which choice the party machine makes. The notion that it will be anything other than a calculated machine choice is a fiction that the D power brokers will try to conceal from the primary voters, as usual.

He’s announcing that he’s running from Charlottesville, scene of the death of that woman a few years ago. If it had been Trump announcing it, the media would accuse him of using her death for political reasons.
