No, he didn't.
He repeatedly told Trump he was not the "target" of the investigation.
"Target" has a very specific, technical meaning when referring to a Federal Grand Jury investigation. When you become a "target", it means the prosecutor has presented, or is about to present, evidence to a Grand Jury which will lead to your indictment. When THAT is true, the government must send you a "target letter" advising you that you will need a lawyer and that your arrest is imminent.
What Trump was, was the "subject" of the investigation. I have been the "subject" of a Federal Grand Jury investigation, and when you are a "subject" it is basically a full-time job to avoid becoming a "target".
Of course, telling Trump he was not a target was lying by misdirection, but Comey (in this instance) was technically telling the truth.
That is called “lack of candor”, the fbi term for “slick liar”.
Giving the impression of one thing when another, opposite thing is true is definitely not dealing with candor. It is also lying.
So, Trump fired Comey for lying.
Shouldn’t that be the “PENCIL-NECK” Act?
“President releases Little Pencil-Neck Adam Schiff T. Shirt”
He/Schiff spent two years knowingly and unlawfully lying and leaking. He should be forced to resign from Congress!
Everyone should buy a Pencil-Neck Adam Schiff shirt today!

Enjoy each win for our side, until President finishes his second term as our POTUS!
I’ll be dipped! Best President...ever!
