It sure seems like it.
He was a NeverTrumper, then came around a bit (Trump even has his brother on his SCOTUS nominee list), then lost it, again, once McRomney came aboard :-(
I don’t know...but i don’t like whatever it is he’s doing now.

That makes him fully qualified in my book.
