The bill sucks with it or without it.
It will lead to TOTAL REGISTRATION of all firearms, background checks if you hand your gun to a family member or friend at the range (or God forbid loan them a gun to defend themselves against an abusive spouse), and because it lengthens the time the FBI can do a NICS check, the Feds can then suspend all NICS checks due to “tech problems” or “emergencies”, INDEFINITELY.
Anyone who does not call your Senators and the WH to CRUSH THIS BILL is foolish.

Now...a definition seems to be in order. Which definition would fit the 14th?

The way I interpret the 14th, the last example seems the most appropriate given that the Constitution was a pact between the geographically dispersed states that existed at the time and formed the Unites States of America.
