‘Republican form of government’ applies only to state governments. It will not be part of the argument should this compact come to the courts.
I am guessing there is a provision that makes NPV optional... because at some point a Dem may win the EC but lose the popular vote. At which point states who signed on wont be bound to the NPV
Interstate compacts have the force of federal law and are enforced by federal courts.
Im not seeing your point here. The state governments passed this compact.
