All California needs to be cleaned up. Doesn’t matter where you look, there is actionable causes. I would start with the money cutoff. Then place Xavier Becerrare in Prison for fraud and Espinoage. Arrest every Mayor of each sanctuary City. the Gov. The ex-Gov for Vote fraud. The people inflating the pensions will have to pay. Would save lots of money and then sell the State.

No, it is not. And if there are any federal emergency funds available, they should be used to fight the federal emergency at the border.
State dangles money for road repair to cities and they demand road diets where the road lanes are removed. Instead of 4 you now have two. People are stuck in traffic as the crazy people want you on a bike or bus. People have died as a result too. See the northern brush fire in California from last year.
