Unlike the House of Representatives which apportions votes among the states according to express constitutional criteria, the Founding States constitutionally guaranteed each state equal representation in Senate, two senators per state, each senator having one guaranteed vote.

The constitutionally undefined, dog-and-pony show Senate 60 vote supermajority forces fractional state representation which effectively nullifies guaranteed equal representation for every state imo.
Given its disregard for guaranteed equal state representation, the 60 vote supermajority rule is probably just a way to deceive the voters regarding unpopular and probably unconstitutional legislation.
The bottom line is that the constitutionally undefined political parties have really screwed up the checks and balances of the Constitution imo.
