Reference your addition — “CIA concludes” used in combination with the Washington Post; I believe it perfectly represents the failings of both our Intelligence and Media apparatus. Concludes denotes a judgement call, and it indicates the CIA had no foreknowledge of the murder. Second, the CIA is using its favorite mouthpiece to “catch- up” and thus spread disinformation.
As a veteran of the Cold War’s internecine intelligence wars I learned that the only entity more self-serving than the U.S. Congress was the CIA. I believe that is still true.
