They are in fact deploying with weapons,
Pistols and rifles ... no heavy weapons (machine guns, mortars, APCs, tanks, no air cover, etc). But do they have ammo for those weapons?
If federales did not escort them, they might send out bummers to forage, like Shermans army did.
From what I read they are deploying with blackhawks and fixed wing aircraft. As far as heavy weapons I have not heard.
I also read they have orders to defend themselves. So while the deployed troops may not be ready to be rolled on with tanks, I believe they will be ready to defend themselves if need be.

From they way it reads the choppers will be for troop and equipment movement and I assume fixed wing will be for spotters.
To be honest though when the talked of troops I honestly thought they might send the completely unarmed, glad to hear that is not the case.
