In Texas, only if you are less than three years older than the victim.

ergo, use of minor in this statute would be incorrect.
The charging court documents are available online, and they are kind of damning.

That's how it's phrased in the warrant affidavit: "a juvenile female under the age of seventeen."

There is not a “gee wiz, she looked like an adult” provision in Texas law.
The law doesn’t make judgements. Humans do, many of them males who it on juries.
