The rank and file lawmen may despise Kapernick and all he represents. However, most big cities are run by liberals and the brass has to comply with the PC code if they want to survive in the political atmosphere. This was true to a degree 40 years ago, as may be seen in the Dirty Harry movies. Since that time, cities that were moderate to conservative in politics, like Los Angeles and Houston, have gone liberal. Liberal cities like New York and San Francisco are now SJW strongholds.
