This all comes from a report that Assad delivered about 20 - 50 gallon drums of chlorine to a base near Idlib.
There has been rampant speculation that they would be used as barrel bombs.
However, chlorine is used in water treatment plants, like the one in Idlib that ran out of chlorine. Could be that Assad wants clean drinking water once they occupy Idlib.
