“I almost felt like being in communistic Poland where the rules were being made up by officials on the fly,” he said. “I couldn’t believe something like this could happen in the United States of America.”
Don’t tell me... let me guess as to which way that city leans. Sir, this is what you get when you let extremists run your town.

His resistance resulted in the collapse of the historic designation effort.Good. There is very little in America that is old enough to actually be 'historic'.

That was the original reason, they painted the wall for that recognition purpose BUT they were told the wall had to match the house so they painted the house, now they match. Now that is funny.

Well, now...this seems the perfect bait to draw out the hypocrites and those with a chosen bias playing the grandest Ponzi scheme in world history.
Not a fan of the artist, but it’s a lot more tasteful than the gawdy colors I’ve seen in our town. Or the “natural” landscapes with overflowing vegetation.
Not a single person here should be opposed to a homeowner doing what this couple did to their home, a personal choice of aesthetics...of expression.
That stated, if a person chooses to move into a neighborhood with an HOA and doesn’t like the results, that person is an idiot.
If everything is all about “resale value”, then the “dream” was lost decades ago (arguably-so).

It looks like graffiti to me.
Try selling the home nearby and having to explain.
The potential buyers would think hippies live there : )

That I did not see. Didn’t go past the one article to get more background as you did. Thanks....

Would be HILARIOUS were it not true.
BUT, I will ‘back up’, I have no other proof of this other than what I read in an article on the town.
Getting so can’t really trust ANYTHING any more unless you personally witness it and then someone will tell you that YOUR version isn’t what you saw.
Complicated..

What about the property rights of the homeowners whose property values were affected?
Do they have any property rights?

Of course they do. They have rights to their own property.
I don’t understand your confusion with this concept.
