I just don’t understand the concept that McCain’s wishes for his successor choice would be relevant in any way. He is not handing down a family business or a monarchy.

Doug Ducey will do whatever benefits Doug Ducey the most. He may have his own eye on the Senate seat for the 2020 election and thus would want to appoint a non-controversial chairwarmer to fill it for now.
