If Halper is the spy, and is living in England, he would come under the Intelligence Community jurisdiction of the CIA, not the FBI, UNLESS they are running a joint operation and want him to still be an “operational” informant when he comes back to America. CIA agents, normally, cannot operate in the US.
The FBI, on the other hand, does have various types of agreements with foreign governments and their intelligence agencies on their operating on foreign soil.
THe big question is “ Why would the FBI and/or CIA pick Halper to work for them in England”? Does he have a “political” past as opposed to a generic “intelligence” past?
Who chose him, when and why? If the answers are Clapper and/or Brennan (in 2016), then you know it was “political”.
If not, what the hell happened to get him (or anyone else) t become an “agent/informant”? What was the predicate cause that created/showed a need for such an agent? Were there Russian operatives/agents that a guy like Halper (or others) would have stumbled on to or were targeted by the enemy that gave raise to him being recruited to gather more information on what the enemy wanted?
The whole affair stinks of political “collusion” by Clapper/Brennan, plus the White House/DOJ/FBI. If so, that is an attempt to interfere with the American political system by American intelligence officials/agencies (secretly). That would be a crime under Watergate standards.

Trump was is his own man and therefore he had to be crippled or destroyed before the main presidential election or immediately in the months before he was sworn in.

I had the pleasure of working for a radical disrupter in a early time, and earlier career. It was one of the most exciting things I ever experienced as innovation literally was implemented between shifts via software writers as we tweaked and honed processes and weeks of off design and manufacturing. My ideas were implemented because they were commonsensical solutions to increase throughput and I knew who to talk too to recommend them and they needed to be verbalized in writing in a cogent fashion.
Kind of like Rand Paul golfing with POTUS and get him aboard the Alliance Health Plans / loop-pole, which Warren Buffet took advantage of right out of the gate.
