In the case of New York city, APATHY.
In both elections De Blasio won, only 22% of eligible voters bothered to show up on election day ( in both elections ). De Blasio of course, won the vast majority of these 22%. The rest of eligible voters just did not care enough to vote.
I even spoke to someone who told me he just realized there was a mayoral election after it happened....

It’s nice of De Blasio and Jerry Brown to set up their sanctuaries for illegal aliens.
They create target rich environments that are basically collection points for ICE.
It is easier for ICE when illegals are amassed in one area instead of having to chase them down one by one all over the country.
