We have very good and even extra better good cruise missiles, but their targeting is generally GPS and enhanced GPS type systems. They know exactly where to poke their nose and exactly what altitude to be at when they poke their nose in, including if they need to be in a bunker busting dive at that moment.
They are also very sneaky, they can fly very low to avoid most detection, and can take circuitous routes using terrain as cover. They have Image identification so they can (if necessary) identify their target and terrain on their route, by sight, and be re-targeted mid flight.
However their purpose is fixed or not easily moved targets, not mobile radar antenna arrays, and they are not yet exceptionally fast.
It's not so much the cost as it is that Russia simply does not have enough of them or enough manufacturing capability to make enough of 'em, and we have thousands of Tomahawks to throw at 'em. They would simply run out of ammo in the middle of a war.
But that will eventually change.
As will our ability to deploy countermeasures.
We do, and will, continuously update our countermeasures, and the day after each update, we will begin gathering the intelligence necessary to construct the next systems update.
