There is a network of resistance being set up
This has been hinted for weeks
Seems similar to the situation in Iraq before ISIS was formed
The resistance group forming is pro Syria and pro regime, the common factor is they are anti American/ anti Coalition
Lots of anti-US anger in places like Raqqa that the US leveled fighting ISIS, now suffering lack of humanitarian and social support for the people

Iran did this in Iraq. It is the general Iranian approach to spreading their influence - establishing local surrogate terrorist militias (like Hizbollah) that gradually take over the area.
