Yes, and this move doesn’t make sense to anyone who thought his tariffs were an attempt at starting a trade war, or increasing US revenue, or a move to isolationism, or any of the other motives so many anti-Trumps have written about.
But, to anyone who thought the tariffs where part of a larger negotiation strategy, this makes perfect sense. The threat is real. Like Raegan having physical nukes in silos rather than a chalkboard full of engineering diagrams and 2 examples from the 1940s to tell the USSR that we’re serious about retaliating to an attack.

What’s the point of tariffs with all this cherry picking going on? Selective tariffs are sanctions. Are we sanctioning the PRC? Why? Grow a pair and tell China that they are sanctioned. Or... or tariff the product across the board.
These tariffs were predicated on national security needs. How does exempting two-thirds of the imports promote our national security?

As long as these countries can prove that the steel originates in their country, and is not Chinese steel being rerouted, it should be OK.
