Lipinski opposed recognition of same-sex marriage until the Supreme Court legalized it nationwide in Obergefell v. Hodges. In 2011, he supported the Defense of Marriage Act (DOMA), which denied federal benefits to gay couples.
But now, Lipinski now says he personally opposes same-sex marriage but supports the status quo “because it has been declared the law of the land.”
In 2016, he supported the Republican version of the Religious Freedom Restoration Act, which sought to allow businesses not to follow some gay rights mandates.
Some remnants of the Blue Dog Coalition still exists in the Democratic party ( albeit slowly growing extinct ).
From your description it appears that had he only voted against Pelosi for Speaker, he would have been a better Republican than 80% of the Republicans. With that vote for her, he is only better than 60%.
