You raise an interesting point. And, the answer is, I think, that a sizable % of the force should be guys that went through an abbreviated Seal Training that weeds out the cowards. Going into a building with a live shooter takes genuine titanium balls. Few police forces have those type guys! So, this “wait outside till all the kids are dead” will continue happening.
Large LE agencies already have such "ballsy" guys. Those guys are called SWAT (Special Weapons and Tactics). Unfortunately, they are not first responders. Although SWAT applicants don't go through all the training of SEAL's, they are trained in combat techniques.
It shouldn't take "titanium balls" for a regular cop to enter a building to confront a shooter killing kids. The Coral Springs cops didn't hesitate and blew past the hiding Deputy Sheriffs. Unfortunately, it was over...but those cops did what was expected of law enforcement officers and men in general. I hope Peterson finds the shame to eat his...

I’m going to respectfully disagree with you on this one specific point only. Entering a building with scores of rounds popping off has to be a terrifying thing for one part of a man’s mind to ask another part of his mind to do. I think even hardened Navy Seals would say something like “we would be scared to death but we would do it”.
That’s the difference. The men that will go in are scared as hell to but they have “trained” themselves to overcome their fear.
