You're correct about Germany issuing the license to the company, but the document I linked does not solely address government regulation of the security companies, but through the license also their employees. Examples:
"In addition, persons in dependent employment may only be entrusted with guard duties if...

"...qualifications of persons from other EU/EEA countries seeking to establish themselves or become employed in Germany."

My prior posts have acknowledged the EU allows some flexibility in license requirements in EU countries. But it is clear that all EU countries must have government determined security guard standards. As I do not read Germany, I could never speak to the details of the license requirements each country have in place. But - whether through individual licenses for each guard or blanket licenses for the guards in the company - those government standards set the qualification required by all guards.

The fact that the document I linked demonstrated how lax Germany has set its standards proves rather than disproves the German government's culpability.

You can bet your last dollar that Muslims who had connections to radical mosques would not be allowed by the licensing authority and/or the police to work as security guards in Poland, Hungary or other EU countries not towing the PC diversity line (as I said in post-37).
