I think in Wisconsin that would be considered a speed trap and illegal. There is an intersection where I use to live that dropped from 35 to 25 as a result police only pulled people over if they were speeding going from the 25 to the 35 zone, not the other way.

If they have the money to pay for a car, are they really to be considered the “most vulnerable’?In america, you can be "poor" and have an iphone, internet, cable and a car. Compared to the vast majority of the world, our "poor" would be wealthy.

Agreed. On that note: When the Oakland Army base was being closed down they were going to convert enlisted family housing to low income housing. After review of the facilities they were rejected, because of:
1) No dishwashers
2) No Garbage disposals
3) No washer/dryer in each unit.
Housing that was acceptable to our military personnel, was considered unacceptable to the poor.
