I like the proposal of dividing electoral votes based on congressional districts with the majority winner in each state getting the two additional votes for the senators. That's a great idea!
Let's test in out in the 20 states Hillary won.
If it works, maybe in 40 years, we can think about implementing it in the other 30 states.......maybe.......
