Actually, no. Congress does not follow regular order, and they have allowed the problem to fester. As Paul said, individual appropriations have been sitting around for months. They wait until shutdown time to pass more socialism with no debate. Rand and the House conservatives have it right, as usual. The guns and butter crowd, and their supporters, should start a new country.

Whether this is the place to to take a stand is the issue.
