Hi bgill. It’s quite possible as Russia does have sizable Muslim population and terrorism is nothing new to them. That being said, judging from Russian media and blogosphere - the country is not viewing it as terrorism, but a “youth” problem.
And from that vantage, there are all sorts of different questions posed. Is the economic downturn of recent years to be blamed? Is it cultural angst and inertia present in the provincial regions outside Russia’s urban centers? Is it social neglect? etc...
