I could probably list about 100 government agencies who need reduced by half.

GSA has gotta be the mother lode. Remember, those are the guys who sell or lease everything from office space to photocopy paper to all the other federal agencies - and often have parties in Vegas. It's hard to even imagine the torrential flow of taxpayer dollars that runs through that agency.

Trump did put out the guidance to all his secretaries, that they need not replace every resignation, just because the position is vacant. They have discretion to leave desks empty. I think Pruitt got the message. Hope the others have as well. I know from experience that the government can do all useful and necessary functions at half the size and half the cost, easily..

The reason for the EPA seems pretty lawful - to regulate the movement of toxic wastes across state boundaries, particularly waterways but including the air.

Ah, ‘to regulate’. The SAME verbiage that exists within the 2nd A., no?

“To make standard” IE: a *level* playing field....nope doesn’t sound like that’s the ‘purpose’ of the EPA

Secondly, the same exists in EVERY (or nearly) State of the Union, so, no need for such duplication.

As for ‘atomic wastes’, wouldn’t that fall under the auspices of the Energy Dept? Nuclear Regulatory Agency? or some such...so, again, not its purview.

IMO, the States are capable of hammering out their our nuclear needs (ie: paying Nevada for the waste/etc.). Course, we could have ‘smaller’ and fewer issue(s)\problem(s) if we got FEDZILLA out of the way (the same GREAT mind(s) that disallows the refinement of ‘spent’ rods....or stalling ANY nuclear development for the past 40yrs+).
