What’s wrong with the regular, established method to obtain permanent residency? Simply to to the nearest US Embassy or a consulate office to receive the application. Complete it and take it back to where you received it, be interviewed and wait as you are vetted and wait for all the approvals - maybe two years, and voila - a green card. The system has worked for years.
I don’t know about today, but the system in force for many years was that Congress approved a certain number of immigrants from each Continent each year, according to what they felt the national needs were. That is much better than a lottery.
