Two possibilities. I have seen both in my neck of the woods (it’s not common, but it happens).
Possibility 1. Stop traffic, then ask for a “donation”. No donation, no movement allowed.
Possibility 2. Stop traffic just for the hell of it. Then stand in front of the stopped cars, and talk on your cellphone until you feel like moving out of the way.
Sometimes the motorists call the cops. Sometimes the motorists just wait it out. But be sure of one thing. Try the Polish Solution and you will be attacked by the onlookers.
