I believe it has been at least argued that the act of congress in appropriating funds constituted approval. Other UN peacekeeping actions have been approved similarly without formal declarations.

You are right. There is not one single place to fire a missile over PyongYang that would not land in Chinese territorial waters.
I was assuming a 300 mile territorial limit, but if it is in fact only 12, then it could be done from the Sea of Japan into the Yellow Sea, or vice versa.
Neat thing about submarines is that you can take one out and deny you had anything to do with it. Which is why I contend that the Nork ballistic sub will never ever leave North Koran waters. It would be a simple thing to quietly take it out. I suspect Kimmy knows that.
