Sessions is actually responsible. As a result of his recusal,
his deputy Rosenstein appointed Mueller. This recusal also freed Sessions up to pursue his passion...tracking down marijuana users.
My suspicion is that as the Mueller team reaches some level with collection of accounts....some Russian hacker will come up and state that he’s got all of the files of the special prosecutor and the FBI will show up to assist, with Mueller denying them access to the server.
At that point, I think Trump will appoint a special prosecutor over the special prosecutor. Naturally, this will send the Democrats into a frenzy, but I think they all walked into a Trump-trap.
