And how did they determine that? Too difficult for extremists to get their hands on a vehicle to ram into a crowd? Too difficult for them to acquire a knife to stab a bunch of people?

I have a retired former co-worker, former Air Force, who USED to take his wife to Europe for a vacation every year. They are in their 70’s and still very active. They quit going two years ago because it is too dangerous.

They stopped going because they BELIEVE it to be too dangerous, but they are quite mistaken about that. Those who vacation in Europe on a regular basis, myself included, are aware that because terrorist attacks are very isolated incidents occurring infrequently within an enormous geographical area, the probability that a vacationer will actually be at the location of an attack at the moment it occurs is extremely unlikely. I too was apprehensive about the matter until I realized how very unlikely it is that I would become a victim of such an attack. Sort of like the chances of be struck by lightning!
