Must be a misprint; one of the monitoring sites said today that 263,000 ballots had been mailed in and they expect 390-420,000 total.

I jogged over to the RRH Elections Blog. A poster there claims the early numbers for Quist are trailing the numbers for Steve Bullock (the Dem governor that only very narrowly beat Ginaforte in 2016 for a second term).
You are reading it wrong. It was 10% reported.

I think that at least so far, the numbers reflect most of the vote in from Missoula, a university town that is one of the most Democratic counties in the State; Missoula County was something like 19,000 to 10,000 which was about the margin Hillary had over Trump in that county who went on to win the state by 20 points.
