They're not. The one year study is just hoping to identify key memory-strengthening mechanisms and use those to build a generalizable set of "tricks" to enhance memory reliability that can be applied to military task and learning performance.

The cognitive part of our brain is only 1.5lbs. It doesn't matter if there are a seemingly unfathomable number of nerve contact points - it's still a **finite** number.
Moore's law was based on a general observation that the sum total of human knowledge & understanding is doubling every 2 years ie a 35% compound growth rate. As with any exponential function, the doubling effects becomes tremendous the further out you are on the curve.
So, regardless of brain complexity, combining advances in quantum computing along with a complete mapping and replication of DNA sequencing, will soon give us the ability to increase (grow component pieces) cognitive functions.
However, perhaps the most important breakthrough will be the isolation of the mechanisms behind the respective 5 senses. Once that can be manipulated, then it will be pretty straightforward to create synthetic experiences. That is, with either simple re-routing or a bluetooth type of wireless connection, once could simulate their experiences via another. Think of the entertainment possibilities.
Now, where this really gets interesting is the potential for involuntary 'participation'. And not just for commercial applications; yes, you guessed it, hostile actions.
This IMO is the future of warfare. If one were able to essentially take over the independent functions of an adversary and render them null, well think of the power that could be exercised.
Which brings me to my conclusion: it's obvious that deep black research programs are working on these concepts. It's also obvious that they're also working on defensive methods as well ie detect, prevent & defeat.

Ultimately, I think there will be a dawning realization that biological intelligence was just an evolutionary step towards total knowledge & understanding.
That is, one based on the synaptic fundamentals of light & energy. IOW, why is an organic substrate (the brain) required to contain, record & process neurochemical activity?
Once that conclusion is reached, then the massive overhead (ie our bodies) required to power the relatively tiny frontal lob will be viewed as obsolete. Multiply the heavy resource consumption & environmental impact caused by 7-10b humans (aka useless eaters), and it's easy to see where this is leading.
You can blame these trends on the devil, elites, etc, but I see it as a natural evolutionary path of the universe. Who knows how many other advanced civilizations already traveled this path, and are observing certain worlds still transitioning from primitive biological bases?
However, he/we who keep abreast of technology do know what's happening. The power to control individual cognition is the ultimate black art. Like all technological marvels, once it's realized it begins to seem relatively trivial in retrospect.
Think of airplanes and the ability to fly. One day it seemed impossible, the next purely logical. Same too with brain mapping - today it still seems impossibly complex, tomorrow it will be discovered to follow a simple and easily repeatable pattern.
We already have a multitude of wireless protocols. Our 5 senses work on the principle of hard-wired nerve connections, but that will ultimately be found to be easily bypassed. Once you reach a state of potential simulation, then what experiences your brain is sensing are "real"?
Ray, Musk et al can go on about singularity, but the real game changer will be warfare. Which, of course, is why quantum computing, DNA research and robotics are probably the most critical and secretive of the black projects.

That’s the advance I’m hoping for. I really want to be able to just upload language files into my head, instead of grinding for months trying to get it in the old fashioned way.
