I thought Congress was the be all on spending and obligating funds. If Congress doesn’t obligate funds to specific cities they don’t get funds.
Not sure how a judge can change that.

Not sure how a judge can change that.These funds were appropriated by Congress. Trump is threatening to cut off funding which Congress appropriated, hence the judge's ruling.
