Follow the money; states have different fee schedules for residents and non-residents. And some will not issue a license to individuals who are delinquent in child support payments.

Better yet, go to your local Department of Natural Resources or whatever they are called in your state. I had walmart screw up my fishing license 3 times before I gave up and went to the local (state park) reservoir and got it done correctly by someone for whom it is a routine task.
Illegal aliens fish free. I saw a game warden ask a person (who by accent seemed guatamalan) for a fishing license. He didn’t have one and told the game warden (en espanol). Game warden moved on. This was in a place where Americans routinely do the jobs Americans are no longer doing.
