Actually, there’s a name for this. It’s called an ‘intermediate impossibility’ in brainstorming and is quite helpful in finding solutions to difficult problems.
A coup by the generals against Kim is probably not possible. It is the nature of a balls to the wall communist regime to do random executions among its leadership starting at just below the maximum leader. That keeps all of them not trusting each other. If one whispers to another a plan the other each has to consider that the other is trapping him or will rat on him and he will be shot. Where three men gather to plot two of them will be spies. That is why you don’t get coups in communist regimes.
Mr. Adams is describing how a dealmaker would work. He has been right in what he expected of Trump pretty consistently. He does not expect Trump to make this particular deal but he is outlining how a dealmaker would make a viable deal in Korea. The described facets of the deal would not be the same as Mr. Adams outlines. His is an outline of the sort of thing it would look like.

What South Korean government is going to be stupid enough to allow Chinese troops to occupy part of their country? Including the outskirts of their capitol? Would we agree to allow Cuba to occupy the north side of the Rio Grande to reduce tensions with Mexico? Idiocy.
