South Sudan is not Muslim.
South Sudan is predominantly Christian 60% and traditional African religion 33%.
Northern Sudan (they are now separate countries) is mostly Muslim.
I agree with the other parts of your post, however we have no business getting involved in Islamic civil wars in all these other countries.
Mostly Muslims are fighting Muslims and causing all the death and mayhem. It all boils down to Sunni vs Shia and the extremist in each group against Muslims in their own sect.

That said, although I know this sounds incredibly harsh, and some will call it racist, the food aid needs to be tied to some sort of truly effective birth control program. After 2 kids (maybe 3 in high mortality regions), no birth control, no food. Otherwise the problem goes on, getting worse, forever.
As Heinlein said (paraphrasing Malthus?), "The worst thing you can do to a hungry man is to give him food."
There is a lot of truth in that!
All our food aid does in places like Africa is make near term food shortages long term.
How you may ask? Answer me this, how can an African farmer make a living if you keep handing out free food?
The over all effect of much of our food aid is to drive native food producing agriculture to extinction.
That does happen in some cases. but I think Heinlein was making more a point about dependency and the loss of self-respect / the work ethic. Malthus’ point was likely closer to yours: Attempts to “help” that result in a population that grows far past its ability to feed itself, even if the food supply can be increased somewhat, are only condemning greater numbers of the children to agony.
