I seem to have a faint memory that the court has ruled against that idea.

You have a weird way of looking at how a human becomes a prisoner. No, the government isn’t “supplying” prisoners. Criminals are found guilty (or are awaiting sentencing) and as a result are prisoners. They exist. What to do, then? Have a government run entity or a government contracted private entity handle things. Which has a better chance of being less costly to the taxpayer while fulfilling all requirements set by the government itself? This isn’t rocket science.
BTW, since you posted to me twice I can only assume that you thought someone else response to you came from me. I certainly can read. Not so sure that you didn’t misread something.
