I believe immigrants were once required to
(a) show they could support themselves and
(b) provide the name of a sponsor who would help them financially, if they fell on hard times.

My grandpa's immigration record lists a sponsor (a cousin who was already well-established in America). Grandpa came here in the late 19th century.
