President Trump had been in office for over a week.
This was in support of the Commander in Chief, not a political candidate.
Does not seem like a large offense.

It’s a flag of the Commander in Chief....
Time for the POTUS to investigate WHO or WHOM in the Navy ordered this investigation and $hit can them immediately. Hopefully, the clowns that called this investigation will lose their pension too.
