One of the most effective ways for terrorist organizations in other countries to ensure that their USA missions have the best chance of causing the greatest amount of impact is to have their operatives based in the USA travel back to their home bases to receive whatever final training/guidance they need to ensure the mission does what its intended to do. This Trump action makes it much harder for these organizations to do this now in the future as such potential operatives will undergo much stricter vetting.
