Trump could block entry from these countries instructing the State Department to stop issuing visas and instruct U.S. Customs and Border Protection to stop any current visa holders from entering the United States.
Also, the State and Homeland Security Departments would work on the vetting process when nominee Rex Tillerson becomes head the State Department.
Other measures may direct all agencies to finish work on a biometric identification system for non-citizens entering and exiting the United States and stop immigrants fraudulently receiving government benefits.

As I’ve said before - by far the cheapest, easiest and most common-sense “anti-terror” measure would be a travel ban from 20+ Mid-east, North African and South Asian countries where Islamic extremism and orthodoxy is most severe.
For that matter, why is any country FORCED to take another’s refugees ?
